Be not in doubt, these are not homely houses with a couple of rooms rented out by attentive family owners. These are small simple hotels, with none of the frills.
The Bed and Breakfast hotels are typically 4, 5 or 6 storey Victorian/Georgian terraced houses. Many will not have lifts. The main attraction is price, somewhere to safely store your luggage and a simple place to sleep overnight while you spend the day exploring London.
The B&B's start immediately behind the rail station and around Victoria Coach Station, extending in a continuous band to Pimlico Underground about 1km south-east.

The cheapest hotels are very basic and not ensuite, but are among the cheapest in Central London. At the other end of the scale is the Luna & Simone B&B, a lot of people would argue this is the best B&B in London. As ever you get what you pay for.
In terms of location, Victoria is hard to beat for budget accommodation. Victoria is very close to the major sights, Buckingham Palace is just a 5 minute walk. There are also direct airport links to all four of London's major airports.
